The Executive Roundtable on Rules of Origin, taking place on November 6-7, 2024, at the European University Institute in Florence, aims to tackle the complexities of rules of origin (RoO) within a fragmented global trade environment.

This two-day event, organized with EUI and ADB will feature expert presentations and discussions on recent trends, the status of non-preferential RoO at the WTO and the updating of annex K of the revised Kyoto convention as well as innovative practices from various jurisdictions, including US, EU and Japan. Participants will delve into the implications of RoO on supply chain resilience, the challenges that firms face in complying with diverse certification methods, and the potential of cumulation provisions to enhance trade facilitation.

Key topics for discussion include a study on the different practices on certification of origin and a survey at firm’s level carried out in Vietnam , informed by a short study presented by UNCTAD at the upcoming CRO in November.

The roundtable will also address cumulation issues, particularly in Africa, which will underpin a future study funded by the UK.

The use of utilization rates to drive trade facilitation reforms in RoO will be examined, along with the critical importance of firm testimonials to provide concrete evidence during intergovernmental discussions.

The roundtable will highlight the use of websites and tools to assist firms in complying with RoO and will showcase best practices in certifying rules of origin and digitalization.

By fostering a collaborative environment, this initiative will serve as a platform for stakeholders to share insights, propose solutions, and develop strategies that encourage convergence in RoO standards and practices , thereby supporting a better participation to international trade.
