Fostering competition law and policy and competition culture in Albania

Strengthening competition law and policy in Albania is essential for fostering a dynamic, resilient economy that supports fair market practices. 

Effective competition drives innovation, ensures fair pricing, and enhances consumer welfare. However, awareness of competition’s benefits remains limited in Albania, with many perceiving it as divisive rather than as a force for economic progress. 

This limited understanding, alongside the presence of state-owned enterprises, creates barriers for small and medium-sized enterprises, reducing market vitality.

UNCTAD has been a longstanding partner in supporting Albania’s competition journey. Since 2014, it has worked with the Competition Agency of Albania (CAA) to build a more effective legal framework and enforcement capabilities. 

The 2015 UNCTAD Voluntary Peer Review of Competition Law and Policy of Albania identified the need to strengthen judicial and institutional capacity and promote competition as a positive force within the economy. 

Building on years of collaboration, this project advances UNCTAD’s commitment to support Albania’s alignment with international best practices, especially in the context of its European Union integration goals.

The project has three primary goals:

  1. Strengthening judicial and regulatory capacity

    To enhance the enforcement of competition law, this activity aims to deepen the understanding of judges and CAA officials on the economic and legal aspects of competition law, including its application within the European Union. By equipping judiciary members with advanced insights and case analysis skills, the project seeks to ensure that competition-related decisions are handled effectively, reducing delays and increasing the consistency of court rulings.

  2. Promoting compliance and advocacy among businesses

    To foster a culture of compliance, this activity targets businesses in priority sectors, raising awareness of the benefits of competition and the risks of anti-competitive practices. The objective is to encourage businesses to adhere to competition laws and recognize the advantages of fair competition for growth and innovation.

  3. Increasing consumer awareness and strengthening interagency cooperation

    This activity aims to educate consumers about how competition benefits their household economy and enhances consumer choice, ultimately encouraging them to support fair market practices. The project will also strengthen cooperation between the CAA and the Consumer Protection Commission (CPC), encouraging joint efforts in market monitoring and consumer advocacy.

By addressing these core areas, the project will contribute to a more dynamic competition culture in Albania, where stakeholders understand, respect, and advocate for the benefits of fair and open markets.
